Meet the Staff

City Clerk

At their Annual Conference Banquet held in Chesapeake, Virginia, on April 23, 2009, the Virginia Municipal Clerks Association elected Stephanie M. Moon its new President for the 2009-2010 program year. Ms. Moon also received the coveted Clerk of The Year Award at the Annual Conference. Being elected President and simultaneously receiving the top state honor (Clerk of The Year) has never occurred in Southwest Virginia.

2009 Clerk of the Year

Ms. Moon’s career with the City of Roanoke spans approximately 31 years. Aside from a short stint as Executive Assistant to the Director of Parks and Recreation, Ms. Moon has held every position in the City Clerk’s Office on her way to her appointment as City Clerk in February 2007. Ms. Moon is the fifteenth City Clerk in the City’s history to hold this position and the only African American.

Ms. Moon is also a Certified Municipal Clerk of the Commonwealth of Virginia and has submitted her application for certification as a Master Municipal Clerk. As a member of the Virginia Municipal Clerks Association, she has served in the capacities of First Vice-President (2008-2009), Second Vice-President (2007-2008), Secretary (2005-2007) and Region IV Director (2003-2005). She is also a current member of the International Institute for Municipal Clerks and the Virginia Association of Government Archives and Records Administrators.

Ms. Moon was a recipient of the 2008 Southern Christian Leadership Conference (SCLC) Dr. Martin Luther King, Jr. Drum Major for Justice Award; a 2007 NAACP Citizen of the Year Award; and furthermore, recognized by Total Action Against Poverty in 2007 for her achievement as the first African American to become City Clerk of the City of Roanoke.

Ms. Moon attributes her passion for education as the key to her success. After graduating with honors from William Fleming High School in 1976 and becoming a mother of three and a grandmother, she continued to work full time and attended college at night. Her drive and persistence lead to an Associates Degree in Legal Assisting for Paralegals from Virginia Western Community College in 1998 as a Cum Laude graduate.

She is the proud mother of three adult children, and a grandmother of three - Shanta, Shawn, and Lenora, who are her pride and joy.



Deputy City Clerk
Jonathan E. Craft, a Bedford County, Virginia native, is responsible for overseeing the day-to-day operations of the City Clerk's Office and must act in place of the Clerk in her absence. He has served as a Deputy Circuit Court Clerk in Bedford County and the City of Roanoke. Most recently, Jonathan served as a Technology Trainer for the City of Roanoke. Jonathan began his employment with the City of Roanoke in 1995. Since earning his Bachelor's Degree from Liberty University in 1991, Jonathan has served his entire career in local government.
Assistant Deputy City Clerk
Cecelia T. "Cece" Webb, a Roanoke native, is responsible for creating the electronic agenda, maintaining the City Council and City Clerk websites, posting information on-line, and receiving and archiving various documents received in the City Clerk's Office. She was appointed Assistant Deputy City Clerk on April 16, 2007. She is also a member of the Virginia Municipal Clerks Association, International Institute for Municipal Clerks, and the Virginia Association of Government Archives and Records Administrators.
Administrative Assistant III
Elizabeth A. Watson, a Moneta, Virginia native, has worked for the City of Roanoke since 1985, beginning with the F.D.E.T.C., then with the Neighborhood Partnership, a division of the Planning Department, and Housing - Code Enforcement. She serves as secretary to the City Clerk.

Andrea R. Johnson, a Roanoke native, joined the staff in May, 2007. She is responsible for assisting in the day to day operations of the City Clerk's Office.

Adalina L. Allicott, a Roanoke native, joined the staff in February 2008. She is responsible for assisting in the day to day operations of the City Clerk's Office.
